To Linux and the open source community, "free" does not just mean it does not cost anything, although that is part of it. Something is free when people can use it in any way they want to (as long as they are not using it to make it non-free, or proprietary). This is free as in "free of cost", but also free as in "freedom". Other languages usually have words distincting between these two meanings, such as French (gratis and libre.)
